You don't have to connect switches to the DCC system unless you want to. They can be powered on a separate DC circuit. If you do connect them to the DCC system so that you can control them from the throttle, they will need stationary decoders.

If you are going to only run a couple of trains at a time, any starter system with 2 amps will work quite well. Any locomotives not being run at the time can be placed on tracks where you can turn the power off with a switch, engine terminal or stub siding, etc. If you're using Peco switches, they're power routed, so if you don't run a feeder from your bus to a stub siding past the switch, then you will have a track to set out an engine and not consume power.
